As someone who's been playing since launch, I think Venti offers more universal value. There will always be new DPS characters (and there have been so many since 3.1!), but a character with Venti's unique and powerful crowd control is much rarer. He's a comfort pick that will never truly be power-crept in his niche.
However, if Cyno's design and playstyle speak to you, go for it! He's a fantastic and flashy DPS who brings the power of Electro and Dendro together beautifully. You won't be disappointed.
